Porting my mortgage when the purchase price of the new property is less than the exisiting mortgage amount?

Can I port my mortgage if there is less than 90 days until it is time to renew. Also what happens if you port your mortgage but the new property is less than the exisiting mortgage. With that question also, if the new property is less than the exisiting mortgage but you get a great deal on the property and it appraises for alot more than the purchase price can you finance up to a certain amount of the appraisal when porting a mortgage?
