    Q. Any suggestion for this home property tax penalty issue?

    My mom and family moved to the us (immigrant) since 2008 and now lives in california. this is the first time my mom owns a property (mobile home) and pays this kind of tax. 1) on nov 2010, she came to tax collector office to ask about exemption-- a lady (worker) told her to pay first installment first and hold on for second one until exemption bill arrives. she made the payment for first installment on time according to instruction of this worker. 2)as of march 2011, when the exemption hadn't come home and she came to office and saw a man (worker)-this worker told my mom to hold on (not to pay for second installment yet) and promised that he would send exemption bill soon. with the knowledge that she might face penalty if the bill doesn't arrive before due date and if she fails to pay for it on time, she asked that worker about this possible penalty. he repsonsed: just disregard that penalty and wait for exemption even when she receives the penalty-->just give penalty bill to him and she won't have to pay for it. 3)waiting for the bill but instead of exemption, she got penalty bill. she went to office another time for explaination, that worker said the same thing: don't worry she won't have to pay for penalty..just wait another month for exemption. 4)so disappointed-nothing happened, a month later, my mom came to the office once again but he (worker) was not there and other workers said they couldn't help with this matter and will try to inform that worker when he gets back. it's pretty quiet, enjoyable and relaxing working place for workers in tax collector office. sometime they're absence, sometime they had break. 5)the recent time, my mom and i came to office, he (worker) was at break..and we met a vietnamese worker there instead. after my mom explained her situation, the lady said she also thinks my mom won't have to pay for the penalty...just pay for original second installment first and then receive the refund after exemption is done. moment later, another lady came out, knocked the desk strongly and stated louldy--legally, it's your responsibility to pay the tax on time no matter what even you wait for the bill. but my mom didn't choose to sit and wait for it because on march, the worker told her to hold on for payment and wait not to worry about penalty. he didn't even give us a chance to pay for the original second installment the first time we met him(before due date). that lady's attitude was just like annoying and unacceptable for the professional trait as a government worker. may be she thought that we're tax cheater who use the exemption as an excuse for this issue but the fact we're not. we never pay for anything late ever. we just listened and followed what the other worker instructed. without them, how does my mom know how to pay for it? but the key that they told us to file the penalty appeal..but the percentage of getting approved is very low. we don't know what to do because every single worker had different opinion and solution. overall, it's not our fault either. unbelievable!!! i need help!!

    the bill for property tax you were issued was what should have been paid the exemption does is not effective at least for a year after you have lived in the house, especially if you did not occupy the premises in March of any given year payment of each installment was imperative to avoid any penalty and if you paid late it was 10%
